FPU LQ PACKAGE ENGINEER assigned to our client on Oil and Gas Operator, to be assigned on a major offshore project in the GoM. This is a Contract position located in Downtown, Houston, TX.

PRINCIPAL RESPONSIBILITIES
Lead delivery of Living Quarters, covering all aspects related to detailed engineering, procurement, construction through final commissioning. During FEED phase, review and support engineering delivery on behalf of Topsides and other FPU interfaces.
Activities
Management:
Reports to FPU Topsides Lead
Provide project management and leadership for LQ package of the FPU topsides covering detailed engineering, procurement, construction, integration, commissioning and hand over to field operation team.
Demonstrable HSE leadership in design input, contractor & supplier selection, fabrication facilities and offshore.
Ensuringour Clients HSE commitments are well understood and respected.
Report cost, schedule, progress and technical issues to FPU Topsides Lead
Accountable for project risks and mitigation plans for LQ package, ensuring top risks to cost or schedule are well understood by the FPU Topsides Lead and shared with the wider project team.
Define, monitor and manage work tasks with external consultants and contractors as required.
Liaise with Verification Agency as required
Lead interface with Regulatory representatives - USCG, BSEE, etc
Ensure implementation of Project 'digital' requirements for the Topsides activities and ensure emphasis on the 'digital' aspect (e.g. encourage electronic format / signature, compatibility with Quantum …)
Technical:
During the FEED phase, support Engineering in completing specific FEED design deliverables through regular interaction and timely review of documents. Support Engineering Manager in closure of outstanding queries or other client input to FEED engineering deliverables.
During Detailed Engineering and Execution phases, lead detailed engineering execution for LQ and other key buildings by timely review / validation of documentation issued by ENGINEER (technical documentation / queries / derogation requests), confirmation of compliance with Project Specifications and Procedures, General Specifications, international norms & standards with the objective to ensure respect of schedule, costs, quality and safety. Raise necessary comments and highlight unsafe design, deviations, unacceptable / unjustified design choices, constructability issues.
Liaise with Field Operations to ensure alignment on design, specifications, fabrication and fit out.
Accountable for managing procurement activities for LQ components and outfitting together with ENGINEER including
technical and functional specifications, bid evaluation, clarifications and award, surveillance of supplier progress, quality, deliverables and production, FAT and as-built vendor documentation.
Follow up on CONTRACTOR compliance on preservation and/or maintenance at the fabrication yard.
Support all activities related to compliance with regulatory requirements (CFR) in particular with BSEE and USCG.
Ensure all the appropriate technical documentation of LQ and other buildings is validated, maintained, as-built and handed over to Field Operations.
Throughout all project phases, review engineering work for LQ package in detail for complex issues which may jeopardize the cost or schedule of the Project.
Participate in meetings with FPU contractors (weekly progress meeting, monthly status meetings, technical meetings…).
Participate in relevant SID reviews - HAZOP, HAZID, ALARP, QRA, etc
Ensure that LQ package construction activities are performed in line with engineering documents and project specifications with proper quality surveillance.
Support pre-commissioning and commissioning activities to achieve COI and other regulatory requirements to be ready for habitation prior to sail away from fabrication yard.
Accountable for any package specific carry over work at the final preparation yard and/or offshore.
Interfaces
Ensure that package specific technical interfaces are properly defined in due time and properly interpreted / implemented by ENGINEER.
Ensure identification and resolution of detailed interface issues, in conjunction with managers / senior discipline engineers, in an efficient and cost-effective manner.
HSSE
Ensure that all activities are performed in compliance with a high regard to Health, Safety, Security and Environmental requirements
Ensure that HSSE issues are correctly handled within FPU technical documentation for Topsides systems.
Ensure that an adequate risk management process is visible and implemented.
Quality
Ensure that all package specific work activities are performed in compliance with a high regard to Quality Assurance and Control.
Anticipate, organize and with support from the Quality Lead, implement an appropriate QA/QC plan for all procurement and construction activities linked to specific packages.
Participate in project reviews as requested by our Client Referential.
Support necessary audits and reviews and seek assistance or input from Head Quarters where appropriate to ensure that all comments, findings and learnings are addressed.
Continuously seek ways to maximize the value of the project through higher quality, productivity and technical definition.
Participate in 'lessons learned' exercise and provide feedback.
Accountabilities
Accountable to the FPU Topsides Lead for;
Management of LQ package related activities during the Project FEED and execution phases
Safe, on time and within budget delivery of all elements related to the FPU LQ whilst ensuring a high level of quality consistent with a project design life of 25 years
Ensuring that the FPU LQ package work activities are performed in compliance with project technical requirements and regulatory requirements, and that the design / procurement is fit for purpose.
Respecting HSES rules and requirements and for ensuring their application.
QUALIFICATIONS/EXPERIENCE
Minimum Education: Bachelor of Science in Engineering or Architecture. Advanced engineering qualifications (e.g. master's degree) and internationally recognized professional / chartered engineer status is desired but not required.
Minimum Experience: 15+ years roles in Living Quarters design and construction management positions. A minimum of 5 years in senior/lead engineering roles. Must have relevant/recent USCG/SOLAS knowledge and experience.
