QC Manager

QC MANAGER required by our client, an international Construction Company, to be assigned on a Permanent basis, located in Norfolk, VA.

POSITION SCOPE    
   
The position of QC Manager is responsible for the Project's Quality Management System - its development, management, implementation, monitoring and continual improvement. The candidate accepts responsibility for its correct execution and completion of the works within the framework of: QHSE Local Regulations and Our Client's Policy, Our Client's Quality Standards, Ethic Chart as defined by Our Client.  
   
   
PRINCIPAL RESPONSIBILITIES    
   
QC Management and Implementation  
 
  • Manages the Quality Control Department and activities of a project or its parts
  • Ensures the proper preparation and implementation of the Quality Plan and associated Quality Procedures across the Project scope of work
  • Assesses the compliance of the Quality Plan and QC Procedures through internal audit within the Project
  • Assumes functions as Lead Auditor
  • Implementing an efficient Audit Program and ensuring its monitoring along the Project
  • Integrating Audit Process at the time of Prequalification and surveillance audits to subcontractors and suppliers (Issue Audit report with recommendations as necessary)
  • Key Representative during external audits from certifying body (Afnor), VCGP, Client and other sister projects
  • Ensure the good communication within the Quality Department and the dispatch of important information
  • Maintain professional relationships between the Employer's Representative and the HRCP QC Staff at the site level, ensuring good relations between the two teams
  • Ensure that all relevant inspection and test records are maintained for inclusion in the Quality Record Packages and As-builts
  • May need to recommend stoppage of the works in any event that the quality may potentially affect the final product
  • Management of the non-conformities
  • Identifies, consolidates and reporting of the Project-wide Key Performance Indicators (KPI) for Management Review
  • Maintains good relationship with the Construction Department and ensures that the works are completed in compliance with the latest approved drawings
  • Management and quality assurance from the snagging work, up to the Hand-over Packages (As-built and Quality Record Packages) at each phase of works completion, ensuring full records traceability and availability to the satisfaction of the Client
  • Presentation of critical quality data and statistical analyses (e.g. nonconformity trends, cause and effects analysis, audit findings, design issues, trainings, etc.) as a means of identifying areas for further improvement
  • Technical and performance evaluation of all material/equipment submissions, ensuring compliance to Project specification
  • Conduct in-depth investigation, assessment, reporting and recommendations on project-specific concerns
  • Forecasting and budget cost estimates for the department's organization as well as project testing requirements
  • Plan and conduct project-wide trainings and awareness workshops relating to ISO 9001, the Project QMS and other specialized subjects
  • Development and implementation of Inspection and Test Plans (ITP), from initial trials to full works implementation, Quality Plan, Procedures and WMS
  • Review and approval of work method statements (WMS)
  • Makes sure that his department is working with latest approved document (drawings, WMS, ITP, inspection forms, etc.), and the same approval status is implemented by the construction team and subcontractors
  • Continuously demonstrate by his acts his full involvement in HSE issues, participates in HSE meetings and HSE programs, motivate his personnel and ensures that the works teams follow the Quality, Environment and Safety policies
 
Resources & Management:  
 
  • Define his organization chart, identifies and manages staff recruitment, and prepares the necessary documentation for Project Manager approval (prepare job description forms and job requisitions)
  • Manage staff requirements in coordination with the HR department and optimizing the resources in the department through the full life cycle of the project
  • Ensure that personnel allocated to the works are properly trained, qualified and informed through formalized procedures
  • Ensure that the relevant instructions are properly cascaded and implemented
  • Prepare and manage Staff Assessment (minimum once a year) - review past and fix future objectives, evaluates training requirements, recommend promotion for identified personnel
 
(Sub) Contracting Management:  
 
  • Technical and functional evaluation of bid submittals from subcontractors and suppliers
  • Review the QHSE Plans and Project Execution procedures of Subcontractors
  • Organize Quality kick-off meetings, trainings and inductions to subcontractors and suppliers to ensure they understand the QAQC processes
  • Conduct and review the performance evaluation of the subcontractors at the completion of their works

  • Testing and Commissioning Package (in coordination with the T&C Manager)
 
 
EXPERIENCE / QUALIFICATIONS    
 
Required:
  • Virginia Department of Transportation experience
  • Minimum of a Bachelor's degree in Engineering. Master's degree favoured
  • Minimum of 5 years experience in the construction industry, preferably on large infrastructure projects
  • Minimum of 20 years of experience in Quality Control
 
Strongly Encouraged:
  • Professional Engineer certificate (P.Eng/P.E./C.Eng) or equivalent
  • Previous experience in Canada or North America is a plus
  • ISO 9001 Lead Auditor training and extensive implementation of its principles is a big advantage
