OPERATIONAL TEST SPECIALIST/MECHANICAL ENGINEER required by our Client, an Oil and Gas Operator, to be assigned on a Contract basis, locating in Port Arthur, TX
Duration: 12 months on-going
Reporting to Commissioning Manager
POSITION SCOPE
Responsible to write commissioning procedures linked to operational tests and piping and vessel preparation activities
Responsible for checking and commenting of pre-commissioning procedures
Responsible for pre-commissioning mechanical checks
Responsible to design piping spools used in tests and commissioning activities
Responsible of leak tests and flushing/blowing activities during commissioning period
PRINCIPLE RESPONSIBILITIES
Ensures that commissioning works are performed to meet Project schedules and that works are planned over safely and in a timely manner.
Develops the comprehensive detailed leak test and drying process method procedure together with commissioning lead engineer
Designs piping spools and hoses used in tests and commissioning activities
Defines needed tools/blinds in operational tests
Leads cleaning/drying/leak tests at site
Conducts vessel/equipment internal checks prior closures
Attends Mechanical Completion walk downs + daily PTW preparations
Attends in internal/external Project commissioning review, schedule, planning and optimization meetings.
Provides commissioning training for Operations people
Context and environment
The execution of the commissioning of the Ethane Cracker Plant is under the responsibility of the PMT.
The Commissioning of the Ethane Cracker Plant will be done in simultaneous operations within an interfaced environment.
Accountabilities
The operational test specialist/mechanical engineer is accountable of commissioning procedures and check sheets timely preparation.
He is accountable of commissioning detail planning and scheduling implementation within planning tool and MC database (ICAPS) tool.
Accountable of commissioning tasks safe planning (HSE) and execution on the field.
QUALIFICATIONS / EXPERIENCE
Bachelor Degree (Mech. Eng) qualification
10+ years experience in Refining or Petrochemicals construction, maintenance, commissioning, start up or operation activities.
Proven skills with mechanical/piping design
Pro-active and self-driven personality, hands on and computer literate.
Capability of building and retaining strong working relationships at all levels.
Proven skills for coordination and interface conduction, communication, work organization and team work.
Fluent English (spoken and written)
