Comissioning Shift Leader

 
 
Commissioning Shift Manager, required by our client, to be hired on a contract basis, located in Chester, UK.
 
 
POSITION SCOPE
 
  • The Shift will be 6 days On, 4 days off. 8h/shift probably e.g. 6:00-14:00, 14:00 -22:00, 22:00-6:00.
  • The plant is under construction and handed over to the commissioning team. The plant will start the hot commissioning at the first fuel to burners, the boil out and refractory drying, first fire with waste to steam blowing's..., clean up and restart for the steam tests to turbines, Take Over Facility tests approx. 50 tests (as per Start up, Shut Down, from Cold, from hot, T2S control, Burner sequence, Maintenance during operation,  Flue gas treatment.
  • The shift leader is taking care of the team organization, planning, night and day shift, organize the control room, organize the training and hand over to the shift operator of the Client in relation with the project Management and the Commissioning Management.
  • The shift are 3 x 8 hours (5 shift Operators and lead),
  • The schedule minimizes the day of rest after a period of shift. 4 days between 2 shifts.
 
 
PRINCIPLE RESPONSIBILITIES
 
  • Involved in all aspects of the commissioning shift operation.
  • The Commissioning Shift Leader works under the supervision of the Commissioning Manager of the site and his deputy. The Shift team belongs to the commissioning team.

  • Log book to be filled up during the shift
  • Shift routine with the Client Operators shall be hold 2 time/shift.
  • The Client team in the control room is under your responsibility: 4 to 5-person par shift: TSL, Operator, Maintenance team (during the day), Fuel and chemical handlers…
  • On site each hour the CSL will check the fire behavior, the height of the layer, the risk of bridging.
  • The emission limit value and permitting is a major issue to follow while in Operation and incineration condition.
  • Firefighting Alarm release, understanding of the Firefighting alarm trouble shooting, report and Clients training to be supported by them.  
  • Competent person to at least be able to go in the Electrical Rooms for Shift routine, following of the HVAC behavior, Temperature in the Electrical room.
  • All functional test (Take over tests is being implemented with the shift team and the commissioning team.
  • The CSL can extract a copy of all necessary curves of the operation of the plant to support investigation or tests record for the commissioning files, trouble shooting.
  • Then the plant needs to be controlled by the shift team.
  • The Client operators and STL (Shift team leader) is under your supervision and responsibilities.
  • Able to start the plant from cold, shut it down properly in accordance with the operating guide the plant from hot. Can answer and document the troubleshooting.  
  • Usually protects the plant of trips by either organize the maintenance (preventive and corrective) during the commissioning till the take-over with the Client or intervene immediately but safely when possible and necessary to avoid any plant shut down.   
  • Follows the level of the drum (feed water tanks, demine tank, condensate tank), pumps behaviors, Superheating adjustment… and will be supported by the commissioning team and the design office.
  • The Shift operator can be on call during night and week-ends. Working Sunday, Week End, night.
  • Manage incident report in addition to the log book in the control room. This shall be transmitted on a shift basis as per the log book and the shift routine report.
  • In case of emergency, can give the order to stop the plant and protect the plant and persons.
  • Will conduct at least once per week a meeting with the shift team available and the Commissioning Management to address the incident of the week and provide his point of view of the priority of the operation issues to be sorted and the behavior of the plant.
  • The commissioning shift leader is the lead of the control room and the operation of the plant. Also, the information shall always go through him and can accept or refuse any action that are not scheduled or not safe in the interest of the daily schedule and priorities.  
  • Will help to the Operability test (or Functional test) or Take over tests, Trial operation. (different wording for the same meaning).
  • Must develop and maintain electrical progress including regular reporting. Must report to the commissioning manager.
  • The Commissioning shift leader (Engineer or Technician) is liable of his work and shall be involved as the responsible of it in term of quality of commissioning.
  • Shall be able to give clear instruction to the shift team, commissioning team and including Client team, to organize the daily or weekly action in accordance with the interest of the commissioning program.
 
 
EXPERIENCE / QUALIFICATIONS
 
  • Experience as commissioner is required.
  • An understanding of Waste to Energy plant (process wide).
  • Electrical accreditation
