QUALITY MANAGER required by our Client, to be assigned on a permanent basis, located in Houston, TX.
POSITION SCOPE
Supervision of QA/QC activities during engineering and procurement activities in the EPC Contractors offices and supervision of site QA/QC activities during construction.
PRINCIPLE RESPONSIBILITIES
Plan, organize, and supervise all office and site QA/QC activities, including EPC contractor QA/QC co-ordination, 3rd party QA/QC surveillance, and QA audits. The Quality Manager is responsible for recruiting a high-level staff of experienced QA/QC inspection personnel and organizing this staff to support project safety, quality and schedule objectives. This position is accountable to the Project Manager, for ensuring that all EPC activities are performed in accordance with approved specifications, plans and procedures and that completed plant facilities are fit for purpose.
Plan, recruit, organize, and supervise the day to day activities of a multi-discipline QA/QC Inspection Team. Construction QA/QC activities include but are not limited to material receiving/storage/preservation, civil/soils/concrete, structural/piping fabrication (welding) and installation, painting/insulation, equipment erection rotating machinery installation, electrical and instrumentation installation.
Develop Owners Team QA procedures in support of the Project Quality Management System (PQMS).
Review and approve site EPC contractor's QA/QC Plans and procedures.
Plan, lead, co-ordinate, and perform QA audits of engineering, procurement, and site construction activities in collaboration with EPC contractor.
Review and approve EPC contractor's/vendor's QA/QC documentation, including test/inspection results and QA audit reports.
Cary out inspection and checking for all quality related procedures in the site and ensures activity at the site are as per approved method statement and inspection test plan.
Develop method statement for the activity including risk assessment and job safety environmental analysis and Inspection Test Plan and Checklist based on specifications of the project.
Provides technical advice to Owners engineering, procurement, and construction personnel on QA/QC issues.
Keep abreast of industry QA/QC developments and implement change to improve efficiency and cost effectiveness of project QA/QC procedures.
Liaise with outside agencies such as consultants, contractors, vendors and accreditation and certification bodies at the management level to assess QA/QC systems and management structures.
Extensive day to day contact and co-ordination with Owners Team managers, engineers, and staff related to site QA/QC activities.
Establishes and supports proactive and collaborative working relationships with EPC contractor.
Exercises significant initiative and judgment while planning, recruiting, organizing, and supervising site QA/QC staff and activities.
Report QA/QC project statistics to appropriate stakeholder departments.
Develop Owners Team Monthly Quality Report.
Work is subject to overall review and direction of Project Manager.
Perform all daily inspection and test of the scope and character necessary to achieve the quality of construction required in the drawings and specifications for all works under the contract performed ON or OFF site.
Establish and monitor Key Performance Indicators (KPIs) to measure quality performance in different areas of work development and at various project Phases.
Develop and ensure QA requirements are incorporated into Owner's Tender Documents, Contracts and Purchase Orders.
Promotes Quality Awareness among project team members, contractors and vendors.
Assist in developing and monitoring implementation of the Asset Integrity Verification Scheme throughout the Define and Execute Phases.
Carry out and facilitate criticality assessment sessions and develop Quality Intervention Plans for procured items.
Develop and maintain QA/QC lessons learned register.
Participate and provide input into technical HSE and integrity reviews.
EXPERIENCE / QUALIFICATIONS
Bachelor of Science degree in an engineering discipline, or equivalent experience.
Formal training in Quality Assurance disciplines such as Quality Planning, Quality Management, and Quality audits.
Minimum ten (10) years of experience in Quality Assurance and Quality Control in the oil and gas industry
Minimum knowledge, skills and abilities required of the position
Good written and oral English language skills.
Good leadership and interpersonal skills and the ability to work as a team member under project schedule pressures.
Good adaptability to a multicultural environment, with wide exposure to various cultures and customs.
Extensive relevant experience in onshore oil and gas facility construction is a plus.
Proven track record of result deliveries in challenging project environments.
Experience in managing vendors, suppliers, in source inspection, expediting and receiving inspection.
Data analysis and reporting skills.
Travel requirements:
Travel in this role is anticipated to be around 25%.
