CONSTRUCTION MANAGER required by our client, to be hired on a contract basis, located in USA, Texas, Houston.

POSITION SCOPE
- The “Construction Manager” ensures that the construction activities of the project are delivered on time, and within the construction budget, in a safe manor and in accordance with the required quality standards and project specifications.
Reports to: Reports to the Project Director for all project issues
PRINCIPLE RESPONSIBILITIES
- All construction/fabrication activities related to Mission Equipment and systems, all modifications/changes to the vessel to accommodate the mission equipment and systems and the installation activities of the mission equipment onto the vessel.
- In conjunction with the PM's and PD, creating baseline construction/Installation Budget
- Responsibility and authority of construction budget (Managing changes to the budget, forecasting, controlling budget shifts,)
- In conjunction with the PM's and PD establish construction/Installation base-line schedule and managing changes to schedule (resource allocation, re-scheduling, identifying/managing critical path, managing progress, forecasting)
- In conjunction with the PM's initiating contractibility review and identifying and implementing subsequent improvements
- Responsible for the execution of the construction/installation phase in accordance with Project Execution Plan and Project Execution Procedures
- Managing the construction/installation progress of the vendors and subcontractors
- Responsible for enforcing HSES policies and procedures and general safety awareness during the construction/installation phase
- Establishes maintains a close and productive relationship with shipyard and associated subcontractors
- Initiate and leading timely construction meetings
- Identifying changes against the baseline and obtaining approvals through initiating the MOC procedure
- Identify, communicate and resolve issues as they relate to the project and its construction/installation execution
- Managing (construction) site team
- In conjunction with the PM's and PD staffing the project team
- Facilitate communication between site team and other stakeholders
- Initiate safety meetings (toolbox meeting/safety stand-downs) and any related activities
- Initiate and lead weekly construction/installation meeting, identify actions and ensures close out of actions as they relate to the construction/installation phase
- Responsible for overall site team and team members performance (hiring/firing)
- Allocation of work within project team
- In conjunction with the PM's develops man power requirements for the scope of work
- Provide weekly construction/installation progress reports and monthly status reports
- Report and escalate any potential issues that could impact the construction/installation scope of work, budget, schedule and performance as a whole
- Liaises with the PM's to:
Identify, resolve and, where required, escalate construction/installation issues
Identifying and mitigating project Risks and identifying and developing plans to materialize on project opportunities by maintaining a project
Identifying construction/installation KPI's and based on KPI's identifying areas of improvement
With assistance of the document controller, manage construction/installation related documentation
Responsible for implementing and maintaining “Site Query” system and responsible for final signoff of such SQ's
