LNG TANK PROJECT/ENGINEERING MANAGER required by our client, to be hired on a contract or permanent basis, located in Calgary, Canada.

POSITION SCOPE
- This position provides leadership, management, engineering and technical oversight of the design, specification, requisition, contractor selection and construction of LNG tanks within the LNG Business unit and has responsibility for oversight on LNG tanks on mega projects / multiple projects / proposals / strategic initiatives.
- The position requires the application of knowledge, experience and expertise gained from LNG tank design, operation and construction to the job duties and responsibilities.
- Credible expertise and experience in LNG tank technology, discipline engineering and execution of projects is required to perform these duties in the LNG Business Unit.
- The position will make decisions in areas that will impact the technical and engineering aspects and project execution within the LNG Business Unit, the organization and its employees, clients, budgets.
PRINCIPLE RESPONSIBILITIES
- Responsible for leading the engineering and technical development of LNG tanks for mega and/or multiple LNG projects in support of group business strategies
- Serve as Project Lead or Area Lead on assigned projects or complex engineering assignments.
- Oversee, perform and check LNG tank calculations and design using both computer-aided and/or manual techniques for roof air raising, perlite volume, hydro-testing, N2 purging, cooldown, BOG generation, tank net capacity, pump out, etc.
- Serve as Project Lead or Area Lead on assigned projects or complex engineering assignments.
- Oversee, perform and check LNG tank calculations and design using both computer-aided and/or manual techniques for roof air raising, perlite volume, hydro-testing, N2 purging, cooldown, BOG generation, tank net capacity, pump out, etc.
- Review/comment/approve engineering deliverables including philosophical documents, datasheets, specifications, plans, procedures and drawings, P&IDs, calculations.
- Perform, as required, the following: job organization and planning, proposal and estimate support, write/review specifications including design criteria, make/maintain schedules, make/monitor estimates and manpower forecasts, assign work, work with project/client/field, material procurement, permitting and tank subcontractor.
- Carry out engineering analysis, design specification and procedural work as required to ensure safety in design and integrity in design assurance of installation of mechanical/electrical / instrumentation / civil and structural components of the LNG Tank including foundation/piling.
- Provide the technical support to the site contractors and resolve all LNG tank related technical issues. Prepare technical guidelines / work instructions as required.
- Support the construction, pre-commissioning, commissioning and operations groups for design review, constructability, installation of mechanical / civil and structural works and performance testing for LNG tanks.
- Inspect the site subcontractor's work for safety, environmental, technical and quality compliance.
- Oversee LNG tank procurement activities to ensure compliance with procurement schedules. Participate in FAT and support vendor expediting as required.
- Oversee LNG tank construction activities to ensure compliance with construction schedules, drawings, specifications and procedures.
- Monitor labour costs, supplies and materials are received, used and charged appropriately.
- Direct and manage the interface between the LNG tank and Engineering and the other disciplines on projects including Process Engineering, Project Controls, Project Management, Procurement and Contracts, Construction, and the client teams.
- Ensure that the LNG tank engineering work on projects is completed on schedule, meets quality standards including review meetings and checking procedures, performance is within the baseline man hour and material budgets, required deliverables are produced, change management is executed in a timely manner, and Engineering Department Managers are apprised of issues related to their function.
- Work with Discipline Leads and Engineering Department Managers to ensure that staffing levels are appropriate to achieve the engineering schedule commitments and personnel are assigned with appropriate ability
- Act as a leader in applying Cost Competitive Execution techniques and develop the most cost-effective total LNG tank project solution
- Develop Home Office estimates, schedules, progress reports, and key quantity tracking reports regarding LNG tanks.
- Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of LNG tank execution for projects
- Lead the squad check effort for LNG tank vendor equipment documentation
- Review the status of the LNG tank schedules and progress performance with the Discipline Leads on a regular basis, and keep the Project Manager and Engineering Department Managers apprised of issues
- Ensure the quality of the engineering execution and deliverables associated with the LNG tanks
- Incorporate health, safety, and environmental factors in design
- Coordinate the identification, monitoring and forecasting of project material quantities for the LNG tank areas.
- Develop appropriate work distribution plans for LNG tanks and ensure that appropriate measures are taken such that work performed in other offices or other designated entities performing Distributed Execution Engineering is completed on time and within budget, and that it meets quality standards
- Ensure the completion of required LNG tank design reviews
- Prepare/review scopes of work for third party contracts
- Identify deviations in job scope, estimate magnitude of changes, and initiate trends or change orders.
- Adhere to industry codes and standards as well as department practices and procedures
- Contribute to and promote the use of knowledge management portals and communities.
- Organize and prioritize the engineering and technical deliverables for LNG tanks on a variety of complex projects and multiple tasks in an effective and timely manner, sets priorities, and meets critical time deadlines.
- Make strategic and tactical technical decisions for LNG tanks on individual projects and initiatives.
- Ensure that engineering groups provide effective and timely input to support the design, procurement, material management, construction, commissioning, and maintenance and integration of LNG tank technical content and into schedule activities.
- Responsible to review/comment or as required prepare commissioning and performance testing procedures.
- Ensure project teams have timely preparation and issuance of project LNG tank technical deliverables, design documents, and bid packages according to schedule to support project execution activities.
- Provide leadership for effective design coordination with partner companies, licensors, vendors, and subcontractors to ensure proper and complete integration within the project plan.
- Provide leadership and guidance for project teams regarding complex LNG tank technical issues.
- Mentor personnel.
- Analyse situations, identify and forecast pertinent problems, and evaluate realistic options; and recommend/implement appropriate courses of action

EXPERIENCE / QUALIFICATIONS
- Accredited four (4) year engineering degree (Chemical or Mechanical) or global equivalent in applicable field of study.
- Fifteen (15) years of work-related experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management in Oil and Gas and Power industry with a minimum of 10 years of experience in the LNG industry.
- Engineering, procurement, construction, pre-commissioning, commissioning, start-up and performance test experience of at least 2 full containment, ambient / cryogenic temperature storage tanks with capacities of 120,000 m3 or above.
- Specific, detailed LNG tank related technical and project knowledge.
- Knowledge of FE analysis and material selection Jobsite experience and understanding of construction safety programs.
- Project or area management experience in international locations and diverse cultural environments.
