Water Treatment Engineer, Process Support

WATER TREATMENT ENGINEER - PROCESS SUPPORT required by our Client, an International Oil and Gas Operator, to be assigned on a Contract basis, located in Port Arthur, Texas.  
   
POSITION SCOPE  
   
The Basic Function of a Process Support Engineer is to provide technical support to Operations, P&E, HSE, Capital Projects, RSTO, Corporate, or any other group that needs process information about assigned unit(s). Also troubleshoot, monitor unit performance, and provide recommendations to improve HSE compliance, reliability and profitability of unit operations.  
   
PRINCIPAL RESPONSIBILITIES  
   
Responsible for process technical support of assigned units at the Port Arthur Refinery  
Follow-up, forecast and communicate unit performance and chemicals cost through reports and presentations to management  
Troubleshoot and make recommendations for operating problems, maintenance needs and turnaround scope of work  
   
Activities  
   
Lead the Process Optimization- of the assigned units, evaluate economics to determine profitable modes of unit operation with Operations and HSE. Minimize the specific operating cost ($/gal) of chemicals, catalyst and energy (steam, fuel gas). Manage deactivation and fouling rates to meet maintenance &T/A cycles. Supervise chemical treatment programs. Organize monthly and/or quarterly technical review with chemical and catalyst suppliers on-site. Record and communicate his/her activities by means of regular process reports documents, troubleshooting/test-run reports and presentations to refinery management.  
Daily Monitoring- Ensure compliance with Environmental permits, Operating window limits, Product Specifications, Catalyst and chemicals budget, pertinence/feasibility of production plan (Op_Plan).  
Support HSE- Environmental: on emissions calculations for reporting and RCA investigation of environmental events. PSM on primary loss of containment calculation, participate actively in PHA, initiate and collaborate in MOCs and provide input for Risk assessments.  
Health: by ensuring proper SDS review and validation is made before purchasing/introducing new chemicals. Maintain relief devices database.  
Operation excellence- make recommendations to Operations on daily basis and to P&E on weekly/monthly basis to ensure process conditions meet: 1- HSE constraints, 2- Availability target (long term sustainable operation), 3- Product on specification and 4- Profit target.  
Industrial Availability Network- is the main interface with our Client's SME, Report KPIs, participate in surveys, benchmark and network meeting in representation of PAR. Share in both directions PAR↔IND return of experience. Ensure implementation of MSR and iREX.  
Troubleshooting- perform pressure surveys, temperature surveys, efficiency assessment to identify potential and actual problems, propose process conditions adjustments. Support Performance Control estimating the economic impact of slowdowns and unavailability's.  
Mass Balance- Update spreadsheet for material balances, ensure orifice calculations reflect current operating conditions, request calibration or rearrange of meters if necessary, provide recommendations to correct mass/volume balance discrepancies.  
Contribute to PAR Availability target- support the initiatives of the area availability team, work closely with the Availability Coord. to implement recommendations from RCAs and Vulnerability studies. Ensure consistency of risk based inspection data base and OWL database with the unit mass balance. Support the corrosion specialist in the evaluation and mitigation of corrosion mechanisms.  
Turnaround and Major Maintenance - Verify assembly of process internals (distributors, trays, resin, filters) and justify T/A extra work orders (EWO). Document finding and propose scope of work changes for next T/A. Provide coverage for shutdown/startup off hours.  
Projects and Modifications- Identify, propose, justify and defend modification projects. Support capital project through all phases.  
Sampling and Analysis schedule- review on yearly basis the schedule with HSE, QA/QC laboratory and chemical vendor.  
Procurement- define technical specification for procurement of materials and services as: catalyst, resins, chemicals, gammascan, tracer studies, rental of process equipment in compliance with our Clients purchasing rules. Perform the technical evaluation and ranking of offers.  
Ensure the refinery quality, safety, cost control culture and energy efficiency commitment are carried out in daily activities.

EXPERIENCE / QUALIFICATIONS  
   
Bachelor of Science, Chemical Engineering and minimum 5 years' experience on industrial water treatment (raw water, steam generation,  waste water and close loop cooling towers), preferably in refining or petrochemical industry  
Chemical Engineering knowledge: heat and mass transfer, fluid mechanics, chemistry, chemical reactions, thermodynamics, filtration,  corrosion control, oil-water emulsions  
Interpersonal and effective communication skills, demonstrate autonomy and self-driven  
Good problem solving skills, good physical fitness required for access on/into towers, vessels, and other process equipment  
Work nights, weekends and holidays during turnarounds or other special circumstances when 24-hour technical coverage is needed
