.Senior OSW PCM Engineer required by our Client in the Renewables sector to be assigned on a Permanent basis, located in either Bridgeport, CT or Boston, MA.
The Protection, Control and Metering (PCM) Coordinator shall provide the scope of works defined below, ensuring that the Protection, Control and Metering scope is designed and delivered in accordance with the Employer’s requirements, Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, industry relevant standards and best engineering practices. The senior PCM Coordinator will interact, lead and organize both internal and external technical resources as well as coordinate with the TSO all PCM requirements.
The Protection, Control and Metering scope includes, but it is not limited to, the Protection systems, the Substation Control Systems, the Platform Auxiliary Control Systems, the WTG switchgear control and protection and the Metering systems, for an offshore wind farm, covering the offshore substation, array cables, WTG switchgear and HV connection to the TSO.
Ensure that the Protection, Control and Metering systems (including Substation Control, Protection schemes, Platform Auxiliary Control system and Check and Revenue Metering ) are designed and delivered in accordance to Grid Code and Network Connection Agreements requirements, other TSO requirements, the Company standards, the project requirements, industry relevant standards and best engineering practices.
Coordination and technical lead related to the Protection, Control and Metering discipline for the project, from tender process to project execution until contract closure.
Ensure that the designs developed by the different Contractors involved are consistent, technically safe and coordinated with the rest of the windfarm design. This item includes the review and acceptance of technical deliverables, but not limited to: Protection Single Line Diagram, Protection One Line, system protection requirements (SPR), Trip Matrix, Tripping philosophy, Protection detailed design, Protection Coordination Study, including review of protection settings and configurations files, Substation Control System Technical Description, Control Architecture, Communications Architecture, Equipment List, Signal list, Panel drawings, Logic diagrams (including interlocks and tripping logics), HMI Representation, SCADA database, testing protocols, Interfaces with other systems (TSO, auxiliary systems, WTG SCADA, etc), Wiring diagrams, etc.
Support and provide expertise to relevant project areas (Electrical, WTG, cables, commissioning, grid connection, O&M) to ensure key packages technical compliance minimise costs/risks on Protection, Control and Metering items.
Provide professional advice on engineering technical detail and risk levels, to ensure that cost effective technical solutions are identified, fully evaluated and the risk profile is fully understood by the project. Advise Lead Engineer, Package Lead or Discipline Manager on the impact of technical/specialist risks and issues, and the viability of solutions recommended.
Justification of technical decisions on basic and detailed design where needed. Ensure that all assessment, recommendations, and decisions are fully documented in accordance with all internal procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) is in place.
Balance technical detail with commercial needs and provide recommendations, taking into account all relevant risks.
Ensure adequate testing is passed before delivery of the system to site, including review protocols and attendance / witness to periodic inspections, interoperability tests and FAT at contractor’s facilities.
Lead and coordinate other project engineers, consultants and contractors where required to deliver the package for the project.
Collaborate with Contract Managers for terms/ specification to secure best value and minimise costs/ risks.
Support the commissioning activities for key engineering design items to ensure assets are effectively commissioned for transfer into O&M phase.
Detailed reporting about progress, technical or commercial issues, interfaces and risks with necessary frequency (at least weekly and monthly basis), both to the project structure and the department.
Attendance to, coordination and preparing minutes of project meetings (internal and external with third parties).
EXPERIENCE / QUALIFICATIONS
Ensure Protection, Control and Metering related documentation is up to date in the Employer’s document management system.
Maintain full awareness of the latest technical and commercial developments and identify suitable new Protection, Control and Metering technology that has the potential to reduce cost and risk, or improve safety.
Ensure that appropriate lessons learn regarding Offshore wind farm development and construction are captured and shared across the different Offshore Project work packages. Collaborate with the Lead/Principal Engineer to ensure that the engineering team implements them to enhance business value.
Ensure that health and safety and environmental requirements are fully considered and adhered to in design to ensure compliance with legislation and industry best practice in coordination with Senior HSQE advisors.
Proven experience in engineering specification and design of Protection, Control and Metering systems, including control philosophy, technical specifications, I/O lists, control architecture, communication network, control logics, interlocks, electrical protection design criteria, protection philosophy, protection SLD, metering design criteria, metering SLD, etc.
Proven experience in technical management of the Protection, Control and Metering contracts, including contract management, programme management, cost and risk control and acting as focal point between contractor and relevant stakeholders (O&M, Electrical, Quality, Delivery, Procurement, Legal).
Substantial experience designing and working in the Offshore industry, preferably Offshore wind.
Knowledge of HVDC technologies.
Educated to BS or BE degree level in Electrical engineering discipline.
