LOGISTICS OPERATIONS AND METHODS MANAGER required by our Client, an International Oil and Gas Operator, to be assigned on a Contract basis, located in Maputo, Mozambique.

Duration:           12 months ongoing

Situation in organization

  • Logistics Manager 6 Direct reports for an overall team of 14 positions
  • Exploration and Production Direction: MOZAMBIQUE LNG PROJECT

Job dimensions

  • Overall Logistics budget of ~ 385 MUSD
  • Logistics perimeter encompass : Fixed Wing services (up to 3 aircraft), Rotary wing services (2 Helicopters), Marine support (4 drilling support
  • vessel and 4 landing craft, Muxara Supply Base (5 ha) and Services, Pemba jetty services, Freight forwarding services (~15 000 importation files),
  • Supply 70,000 T of MGO, Lifting and Transportation 300 000 T of cargo offshore.
  • Very high level of activities forecasted with simultaneous operation offshore and onshore

Activities

  • Always adhere to the values and principles of the Company Code of Conduct
  • Demonstrate personal commitment to the HSE Policy and participate in the definition of the Department’s Safety and Environment objectives
  • Organize follow up of HSE anomalies and events reported within the logistics perimeter; monitor corrective actions to be implemented
  • Organise safety meeting within Logistics dept. and manage investigation of safety incidents until conclusive close out in cooperation with HSE
  • Promote safety awareness at all levels within Logistics teams and Contractor. Prepare bridging document with Contractors as required
  • Stand as deputy of the Logistics Manager at the Crisis Management team
  • Develop and implement all operational procedures related to Technical Logistics activity as per Company rules and standards.
  • Analyze Project requirement and contribute to develop and Implement the strategy to ensure that the correct amount and type of Marine
  • vessels, aircraft and trucks are chartered / hired to meet long and short term plans
  • Participate in the definition of contractual strategies, CFT process, as well as contract negotiation
  • Prepare scope of work and performed technical evaluation for the logistics services contract
  • Issue Job Completion Certificates for contractors invoicing
  • Verify Contractor’s invoices and ensure concordance with the services performed and contractual rates
  • Perform Service Quality Meetings (SQM’s) and provide feedback when and where required.
  • Assure the operational coordination of the Logistics with Drilling, Onshore and Offshore package
  • Plan and organize the movement of the various logistics means to meet Company plans
  • Ensure line management kept informed on relevant issues which could affect safety, operational and commercial aspects of the operations
  • Maintain records and statistics to ensure accurate reporting of the logistics activities, Prepare relevant datas required for cost allocation
  • Lay down and put in place KPI’s indicators for logistics operations; participate in the definition, implementation and monitoring of action plans
  • Contribute in annual budget preparation. Follow up budgets for operations, liaise with cost control for production of closing forecasts
  • Participate when required in all audits carried out by Group Aviation, Marine, Other entities or Authorities
  • Focal point for all IT tools in logistics domain, Stand as a superuser for ERP
  • Stand in for Logistics Manager whenever required

Context and environment

  • Logistics operations perform in several remote location in Cabo Delgado in a difficult security environment.
  • Infrastructures (road, bridges, equipment availabilities, competencies…) are weak and often not compliant with the Oil &Gas standards.
  • Company plan and work program evolved continuously – Project mode.
  • Smooth and efficient logistics operations are highly critical to avoid any impact on the Project planning
  • Resident Position based in Maputo with frequent trips to Pemba, Afungi and Offshore.

Accountabilities

  • Ensure availability and suitability of equipment and services to meet project departments’ requests and needs
  • Provide assistance to project departments over whole logistics’s perimeter best practices definition, implementation and realization
  • Ensure compliance of the Logistics operations with all relevant Statutory, Company standards and rules, audits findings
  • Ensure implementation of KPIs, CPIs and other, whenever needed, reportings and benchmarkings
  • Ensure that Contractor invoices are correct and in line with services rendered.
  • Ensure full compliance with SOX standards with respect to system security and reporting.

QUALIFICATIONS/EXPERIENCE

  • Degree in Management Sciences / Engineering with a minimum of 10 years experience in Logistics and Materials Management
  • Good knowledge of Oil and Gas Onshore and Offshore activities and logistics resources (base, vessels, helicopters, aeroplances, lifting, etc)
  • An analytical mind, organizational rigor, holistic approach, tenacity, capabilities to demonstrate good leadership within a team
  • Ability to write Standing, Instructions and Procedures
  • ERP: knowledge of SAP (SCOT and UNISUP/UNISOL – MM and RLM modules) is desirable;
