OSS TRANSPORT AND INSTALLATION MANAGER required by our Client, an energy services and delivery company, to be assigned on a permanent basis.

Geographic Location     Boston, MA

POSITION SCOPE

The Offshore Substation (OSS) Installation Manager is responsible for the Transport and Installation works of the Offshore Substation of a wind farm, from planning at early stages, tendering, contract negotiation and management of execution, up to O&M handover. To ensure safe and efficient completion of the OSS T&I Package in line with the project objectives and Group’s criteria.

The candidate must be a professional with solid background and experience with offshore installation works, competent to specify, evaluate and supervise installation works, as well as to manage multiple activities and interfaces, while ensuring quality, best practices and excellent health and safety performances. Relevant experience with installation of Offshore Wind substations and/or Oil & Gas platforms is required.

The position may require frequent travel to various locations with occasional international travel.

PRINCIPAL RESPONSIBILITIES

The OSS Installation Manager shall be directly responsible for the delivery of the OSS T&I work-package. These responsibilities include:

Project Management

Project management for the work package and management of multi-disciplinary package team.

Development and implementation of a project execution plan and management of internal and external services or resources that are required to deliver the tasks identified within the plan.

Development and implementation of a health and safety plan and a quality assurance plan and management of any internal and external services or resources that are required to deliver the activities that are defined within these plans.

Preparation and tracking of budget.

Marine liaison during execution to ensure marine inspection are scheduled and closed with completed records to commence operations.

Development and manages package programme, interface register, lessons learnt, risk register, and weekly and monthly package reports.

Engineering

Management of engineering resources required to develop and implement a project engineering plans and studies.

Management of any internal and external services or resources that are required to verify the installation of the OSS package.

Management of all activities that are required to ensure work-package compliance with the project’s interface engineering requirements.

Procurement

Definition of the scope of work for each work package.

Definition of the contracting strategy and ensure compliance with company policies and procedures.

Management of the engineering and project resources required to complete the preparation of technical documentation that is required for inclusion within bid package.

Assessment of the technical compliance of the bids received and for providing technical recommendation for the Contractor selection process.

Responsibility for the Contractor Proposal evaluation, negotiation of the Employer’s Requirements, , Site Data, Programme, Weather and Installation schedules to ensure the sufficiency of each within the final contract agreement.

Working with the wider business to ensure business requirements are reflected in tenders and contracts.

Consents

Management of the Installation Contractor.

Responsible for the identification and management of all activities and resources that are required to complete the work-package.

Responsible for supporting the business in demonstrating compliance to key authorities and for stakeholder management.

Support project and department in other tasks, as requested.

EXPERIENCE / QUALIFICATIONS

8+ years of project management experience. Preferably within offshore wind market with large-scale project delivery. PMP Certification preferred.

Engineering degree in related field or equivalent experience.

Working knowledge of current standards and guidelines for the installation of OSS Foundations and Topsides and for the planning and execution of marine operations within the US offshore wind sector.

Working knowledge of standards/regulations and best practices on heavy lifting, maritime transport, and offshore installation, especially N001/02 Marine Operations and Marine Warranty

Working knowledge of contracts.

Working knowledge of US health and safety legislation and guidelines.

Working knowledge of US permitting, licensing, and consenting.

Experience negotiating high value contracts within the offshore wind industry.

Experience in construction planning and risk management 

Experience of having managed OSS foundation and topsides installation works during execution phase of a project.

Flexibility to travel between offices and contractor facilities in the US.

Criteria

8+ years of project management experience.

Working knowledge of current standards and guidelines for the installation of OSS.

IT literate with the ability to operate MS Office systems and project management software.

Flexible to travel around the US and overseas.

Right to work in US
