Manager Engineering required by our Client, an Oil and Gas OPERATOR to be assigned on a CONTRACT basis, located in El Merk and HBNS – Algeria

Duration:           12 months on-going

POSITION SCOPE
The principal role is to provide engineering and project management support to the two site locations (HBNS / ELM) consisting of a department of multi discipline engineers. Management of the interface between GB and relevant design engineering contractors and to ensure implementation of engineering related activities.

PRINCIPAL RESPONSIBILITIES

  • Management of groups of multi discipline and project engineers and contractors.
  • Responsible for concept, FEED and detail engineering.
  • Responsible for project cost control and planning.
  • Responsible for execution approved work program and projects.
  • Responsible for Management reporting.
  • Department budget planning, monthly value of work done and forecasting.
  • Responsible for development of Project Charter and approval.
  • Field Change Proposal (FCP) Planning and progress reporting.
  • Represent Department Technique in TCM and OC.
  • Establish and negotiate SMART goals for engineering and project staff.
  • Undertake engineering appraisals and design work as required to support organizational goals.
  • Provide engineering solutions for identified technical scenarios.
  • Prepare reports required by senior management, TCM and OC meetings.
  • Analyze technology, resource needs, to plan and assess the feasibility of projects.
  • Plan and direct the design, installation, testing and commissioning of new projects and brown field modifications.
  • Direct, review, and approve design activities and changes.
  • Develop and implement policies, standards and procedures for the engineering and technical work performed in the departments.
  • Perform administrative functions such as reviewing and writing reports, approving expenditures, enforcing GB Policies, Procedures and Specifications.
  • Input into procurement and contract compilation.
  • Contribute to the development of the department staff’s technical capabilities and qualifications.
  • Application of GB HSE policy.
  • Ensure the safety of personnel and facilities during the execution of works.
  • Attend the various sites and departments for the proper performance reviews of their duties and bring technical support and advice.
  • Technical authority for statutory and technical compliance.
  • Technical interface for ARH control requirements.
  • Review and approval of technical documentation

EXPERIENCE / QULAIFICATIONS

  • 10+ years of experience in engineering field with minimum 5 years in supervisory position.
  • A Bachelor’s degree or equivalent in an Engineering or related discipline is required.
  • Facilities Engineering (Process/Chemical) background and/or experience in Construction and Commissioning.
  • Project Management skills.
  • Knowledge of plant operation and design fundamentals.
  • Working knowledge of pipelines, oilfield corrosion and chemical issues.
  • Understanding of onshore Oil & gas production operations.
  • Demonstrated ability to manage multi-disciplinary teams.
  • Experience working internationally, particularly in remote and culturally diverse environments.
  • English language skills essential – French or Arabic in addition are advantageous.
