COMPLETION AND TURNOVER MANAGER required by our Client, an International Oil and Gas Operator, to be assigned on a Contract basis, located in Afungi, Mozambique (28/28 rotation)

Division: LNG CONSTRUCTION

Direction : ONSHORE

PRINCIPAL RESPONSIBILITIES

The COMPLETION AND TURNOVER MANAGER is responsible for developing, implementing, and managing the systems completion, punch-list, pre-commissioning, and handover process to ensure effective facility acceptance and timely transition to the commissioning team.

The COMPLETION AND TURNOVER MANAGER is a leader in their discipline and will develop/implement the facility Commissioning and Turnover program with a systematic approach to system acceptance and Mechanical Completion.

The role requires safety leadership and demonstrable technical competence to ensure a safe performance of the Completion and Turnover activities as per schedule, to hand-over a fit-for-purpose facility to the Commissioning team.

The role initiates with Afungi Site Improvements (ASI) and Resettlement Village (RV) projects and will extend into the LNG project execution phase.

Activities

Be a safety leader and promote the safety culture to all parties of the Project, using their Stop Work authority as required.

Ensure compliance with all relevant HSE requirements across the Project and promote a safe and healthy environment.

Prepare, co-ordinate and monitor all Completion and Turnover activities, as per contract requirements and construction procedures, up to Mechanical Completion and handover to the Commissioning team.

Specific attention to activities involving Client responsibilities and interfaces; maintaining a close and open relationship with the Client Commissioning team, the EPC Contractor and Subcontractors.

Perform contract review and identify contract deliverables, facilitate the development of execution plans, method statements, and other relevant procedures to ensure that work plans and scopes are aligned with project strategies.

Monitor Contractor’s performance in issuing construction handover deliverables in compliance with contract requirements.

Prompt and influence Contractor’s mitigation plans where deliverable forecasts do not meet requirements.

Lead all necessary Completion and Turnover planning meetings to ensure a smooth resolution of issues.

Provide input to weekly and monthly reports for specific areas of responsibility. Track and report relevant KPI’s.

Context and environment

Rotational position based on in Afungi, Cabo Delgado, Mozambique, in a remote area with potential security threats.

Lump Sum Turnkey Contract with EPC Contractor and multiple subcontractors.

Accountabilities

Leadership of the Completions and Turnover team.

Development of appropriate plans, procedures, and programs for safe and effective execution of the Completions and

Turnover activities including Punch List management and Mechanical Completion.

Responsible for implementing and managing the systems completion, pre-commissioning and handover process, to ensureneffective acceptance and timely transition to the commissioning team.

Resolution of issues to achieve the schedule and the project requirements.

QUALIFICATIONS/EXPERIENCE

Minimum of 20 years LNG and Oil & Gas Project experience, representing the Owner and/or Contractor.

Minimum of 15 years direct experience of Completions and Turnover of major oil & gas projects.

Strong HSE culture and safety leadership, effective communication with the ability to influence.

Knowledge of appropriate codes, standards, good construction practices, specifically in the oil & gas industry.

Experience managing activities at remote sites with a diverse multi-cultural team.

English written and verbal communication skills, Portuguese or French is an advantage.
