LOCAL INDUSTRIALIZATION OFFICER required by our Client, an Oil and Gas operator, to be assigned on a contract basis, located in Maputo, Mozambique

DURATION          12 months on-going/ Renewal 

POSITION SCOPE
 

  • Take part in Local Content operations required to achieve The Project Local Content commitments, in line with Local Content regulatory requirements.
  • Related topics: Market intelligence / Local supply chain development / Local Content / In Country Value / Communication.

PRINCIPAL RESPONSIBILITIES
 

  • Support the Capacity Building Lead and Contract Strategies Lead on the development, update, and monitoring of the Project National Content plan with a local content benchmark and intelligence addressing Employment & training, Procurement of Goods & Services and Capacity building needs and opportunities.
  • More specifically, lead the development, update, coordination, implementation, and communication of an Industrial Baseline Survey to understand local capacities, gaps, challenges and opportunities to support Mozambican employment, procurement of Goods & Services and develop Capacity Building programs.
  • As required, lead with relevant parties the development, coordination monitoring and implementation of projects such as: Conduct studies and collection of information; Organize businesses delegation; Produce communication support to stakeholders; and participate to third-party events.
  • Communicate on Industrialization Baseline Progress and plan.
  • Coordinate engagements with Government of Mozambique’s Local Content Technical Commission.
  • Assist as required the Local Content Manager preparing reports, drafting presentations and/or communications.
  • Support TEPMA1’s good HSE practices in the workplace by reporting incidents or unsafe conditions and implement mitigation actions as possible. And when required stop unsafe works being performed and advise best practices.

CONTEXT AND ENVIRONMENT
 

  • National Content development is key for the country’s development, to satisfy Authorities and local communities’ expectations and consequently for PROJECT’s social license to operate.
  • Position is situated in Maputo with potential trips to, and contacts with, TEPMA1’s operations site and other locations in Cabo Delgado Province and the rest of the country with relevance for the project.

ACCOUNTABILITIES
 

  • Develop and refine an Industrial Survey focused on activities with potential high in-country value.
  • Support Local content team and as required other with market intelligence.
  • Develop solution to foster Mozambique industrialization, with focus on Cabo Delgado region.
  • As required, develop synergies with discipline leaders and main contractors to collect and share market intelligence information.

QUALIFICATIONS/EXPERIENCE
 

  • Minimum of a bachelor’s degree in in Business Administration or equivalent, Master’s degree being an added advantage
  • Minimum 8 years of relevant professional experience.
  • Fluency in English. Portuguese is a big plus.
  • Proficiency in Outlook, Excel, Powerpoint and Word. Access is a plus.
  • Excellent communication skills, analytical mind-set, synthetic, rigorous, pro-active
